The Massachusetts Federation of the Council for Exceptional Children is pleased to welcome members and nonmembers to our new web site. The Massachusetts CEC is pleased to support the Special Education Surrogate Parent Program, a federally mandated advocacy program for students with disabilities in state custody.
The program provides each student with a volunteer to serve as a "parental" voice during the Team process, including the implementation of the students IEP.
